EnSym Native Vegetation Regulations Tool

Background

The EnSym Native Vegetation Regulations (NVR) tool has been developed to assist proponents who require a permit to clear native vegetation or establish offset sites. It also helps identify areas in the landscape that would meet specific offset requirements stipulated for proposed clearing.

The EnSym NVR tool can be used to test clearing and offset scenarios prior to submitting final versions to the Department of Environment, Land, Water and Planning (DELWP) for processing. The tool can also be used to identify areas within Victoria that provide habitat for a specific set of species. These tools help proponents comply with the requirements of the permitted clearing of native vegetation regulations (the regulations) at Clause 52.17 of planning schemes in Victoria. EnSym NVR Tool is a modelling platform that enables users to test different clearing and offset site scenarios. It uses information contained in GIS shapefiles to determine implications in accordance the regulations and the Native vegetation gain scoring manual. It uses ESRI shapefiles, projected in VICGRID94 and in the Datum – Geocentric Datum of Australia 1994. These shapefiles are assessed against the following mapped layers:

The outcome of this assessment is presented in a Testing clearing report or Potential offset site details report. These reports can be used to determine preferred alternative layouts. Final reports from DELWP will be needed when applying for a permit to remove native vegetation or providing evidence of gains at offset sites.

Download the Full EnSym NVR Tool for new installations:

You will need to download and install the EnSym NVR Tool Species Data from March 2016 as well as the EnSym NVR Tool (either 32 or 64 bit depending on your computer).

Installing the EnSym NVR Tool:

You will need to be an administrator to install the Full Installer. If you are not an administrator on your computer, you will need to ask your IT support to install it for you.
You do not need to be an administrator to install the March 2016 Species Data. Each user will need to install this themselves for the EnSym NVR tool to work.
